Seikatei was built by the Hokkaido Development Commission in 1889 as a reception hall for the distinguished guests. The Emperor Meiji visited here during his trip to Sapporo in 1881. The building features both Japanese and Western style. It is located in Kairakuen park, the oldest park in Sapporo. Unlike the other historical buildings in Sapporo, such as the Sapporo Clock Tower and Hoheikan, Seikatei still stands its original place.

明治初期、屯田兵の開拓と共に始まったかに見える札幌ですが、目をこらすと歴史の深い建造物が残っています。そんな建物のひとつがこの「清華亭」です。明治13年に建築され、札幌を訪れた明治天皇の休憩所として活用されました。その後、有志により札幌市に譲渡されるなどし、現在は北海道遺産に認定されています。 内部は建築当時からの変遷を示す資料が展示されており、歴史について深く知れるのも魅力です。現在はひっそりとたたずむ「清華亭」ですが、札幌や北大にも近く、一度は訪れておきたい観光スポットです。
